Identity Service for GKE deprecated; unsupported from GKE 1.37

Identity Service for GKE is deprecated in GKE 1.36 and earlier (since July 1, 2026) and is not supported in GKE 1.37 and later. Before upgrading clusters to 1.37, disable the feature and migrate to Workforce Identity Federation.
